Where should I stay here is computed against GeoNames. The inputs are shown, the assumptions are written down, and the result is a range rather than a single number wherever the underlying data supports only a range.
The question here is which part of a city to stay in, and it is answered from where the districts actually are: how far each one sits from the centre, in which direction, how big it is, and which other districts it is next to. Pick a city and the tool orders its districts by distance from the middle, or from any one of them you name as your anchor, which is the useful order when the thing you care about is a station, a venue or an office rather than the centre itself. What it cannot do is tell you what a night costs there or whether anything is free. That needs accommodation inventory, none is licensed here, and a district ranked by a price nobody published would be a recommendation with nothing behind it.
Madrid is held here as 124 districts, 65 of them within 5 km of the centre, and the tool orders them by that distance or by the distance from whichever one you name as your anchor.
The method is not a secret and not a model anybody has to trust. The tool reads the published values from GeoNames, applies the arithmetic the page describes, and shows the year of every value it used, so a reader who disagrees with the answer can see exactly which number they disagree with.

Where should I stay computes against GeoNames. Every figure it uses carries the institution that published it and the year it describes.
Is the result a quote?
No. It is an estimate from published statistics, and it says which statistics and for which year. Anything binding has to come from whoever is going to charge you.
